ECORD Managing Agency (EMA)


Set up under the authority of the ECORD Council, the ECORD Managing Agency (EMA) manages the participation of ECORD members in IODP. The Director of the EMA is the official contact point for ECORD in all relationships with IODP entities, IODP-MI and the Lead Agencies (NSF and MEXT).

EMA Office

EMA is administered by the INSU-CNRS, a French national institute, which funds and co-ordinates national and international programmes and large infrastructure projects in solid earth, ocean and atmospheric sciences.
Since January 1, 2012, EMA is staffed with a Director assisted by an Assistant Director and a Secretary (central office) and a Scientific Officer (website and publication office). The EMA central office is located at the CEREGE in Aix en Provence, and the EMA website and publication office is hosted by the CRPG-CNRS in Nancy.

EMA Tasks and Interactions

:: within ECORD
EMA, via INSU-CNRS, pools and manages the fiancial contributions from ECORD members.
EMA prepares and signs the Memorandum of Understanding (MoU) with ECORD members and issued requests for a timely contribution of annual funds.
EMA manages financial contributions from ECORD members made in support for IODP:
  • on advice from IODP-MI, EMA negotiates an annual contract and transfers funds to the ECORD Science Operator (ESO) for carrying out the mission-specific platform (MSP) contribution to the IODP science plan.
  • on advice from the ECORD Council and in negotiation with ESSAC, EMA provides funds to support the ESSAC Chair.

EMA provides the ECORD Council with an ECORD programme plan for approval and a budget for each upcoming fiscal year, consistent with the IODP programme and budget.

In co-ordination with ESSAC, EMA is responsible for maintaining the scientific and administrative memory of ECORD'S role in IODP.

:: within IODP
On behalf of ECORD members, EMA signs contracts and the Member Memorandum (referred also as the IODP Memorandum) with MEXT (Japan), NSF (USA) and other IODP funding agencies, on implementation of IODP.
EMA provides a single ECORD contribution to IODP commingled funds to cover the Science Operations Costs (SOCS) of IODP.
EMA represents ECORD in all the relevant IODP committees, panels and task forces.
On the basis of an operational plan from IODP-MI for MSP operation, EMA negotiates a budget in a given year. EMA ensures that the Science Operations Costs (SOCs) are provided from IODP commingled funds to the ESO for MSP operations.

:: Communication
In collaboration with ESO and ESSAC, EMA co-ordinates ECORD communication such as outreach/public information, and to a lesser extent, educational activities related to IODP in Europe and Canada by:
